never seen a patroling police car... im being serious ... only time i see cops is when they are after me or chasing somebody else down which is funny to me cause they are loud as hell

 

that screenshot doesnt prove anything ... that could be a cop going into patrol mode after chasing the player of somebody else...

i have seen a patrolling car once and i accidentally hit it and then he started chasing me

There are no cop cars on patrol. They may drive around after a chase or shootout...but not like every other GTA game before them. This is the first one to omit patrol cops.

Am I the only one that feels like somehow this game is not finished? This is one of the main things that bothers me. It just makes the game seem unfinished, like the idea and some of the coding is there, it was just never finalized...? I feel the same with a bunch of stuff (ie animals or lack there of) and it just makes this otherwise perfect game seem like its missing something because of the seemingly unfinished state its in.

Yeah, people are just used to the unreasonably high amount of police cars around. They were the most common car in past games which was a bit ridiculous.
