You cannot have every vehicle in traffic being a unique, fully detailed, driveable car. That takes so much memory it's not even possible on PC with GTA IV, even the realistic traffic mods are still unable to do it without crashing. Next-gen consoles running GTA 6 will still suffer this problem. It's a slight annoyance, but it's not something that can be changed. The cars in the current spawn cycle will repeat until the cycle changes, usually depending on area, current car being driven etc. Unless you mean to say absolutely every single car you see is the same, in which case it's likely a bug and try reloading. EDIT: Nvm I realise you said every car. It must be a glitch, GTA IV sometimes had this problem (taxi bug).
