There's some pretty cool info above about Rockstar at least TRYING to make more than 16 players online, as well as some extracted code that points in the direction of PC. But that's mostly because I remembered them saying they were trying to get 32 people online in an interview and I was dead set that they were developing for PC. The second two articles are interesting. I didn't know that there was already code for PC inside of our console versions, and it contains Blizzard weather conditions in addition to the snow that we have access to right now. I also want to set up a game of capture the flag, but there is a single flag in the middle of a valley. Two teams of 8 snipers on opposite sides.
