Can't buy cars?

When I try to buy a car online it tells me I don't have a garage. I thought I had four, what kind of garage am I supposed to have?

 

Overall having a lot of troubles with cars, as I've seen many others are as well. I can fully customize a car and walk 20 feet away from it and it'll disappear (has happened) and then I can park some random crap car on the sidewalk and come back days later and it's still there.

 

Any help is appreciated, thanks.
