It could appear earlier though, i don't know. It should be available after the Merryweather heist (2nd heist), if not the IAA heist (which is very shortly after the Merryweather heist). If you want the coin fast, just do the underwater treasure exploit (you can google it or read my post history). If you go to the 25k treasure northwest of Vespucci, you should be able to get the required funds in about 15 - 20 minutes because it costs about 1.38 million.
