Without proof, I highly doubt it. The Benz said in an interview with CVG that they were planning on expanding GTA Online with 'new' locations, and they were already toying around with a view. Liberty City is not a new location. And I dont want it in Online its boring place and its not possible on current hardware. They most likely add small locations. If I wanna see LC again, I'll just play GTA IV again at some later stage (which I will do), once I finish with GTA V and discover as much as I can about it. If you have to fly/teleport there, then it wont be a problem at all to recreate LC with the new engine because you're not actually extending the map, your simply loading a new one.
