underground garage glitch

i just set a waypoint marker to the bureau mission in pillbox hill, but i somehow set it on the darker area with several 'tunnels' leading to it. i took a cab and skipped and it dropped me off in an underground parking lot with unfinished textures and closed gates at both sides...

 

if it's not supposed to be seen then why is it there? can anyone confirm?
