Because I'd rather have a few road signs pop up late, than listen to a disc constantly spinning and scanning. It really doesn't effect gameplay when both discs are installed. I think having the play disc not installed, makes the game experience worse. The sound of the xbox is a lot louder than these whispering car engines, and you can't be gangster enough to have your tv on at high volume at night.
