the only one you can chrome is the Blaine County Sheriffs one and must be saved in your garage befor modification

and can only be customized at the los santos customs at the top of the map

It was rare, it seems that buying one from elitas just gives you a black one now, that wasn't always the case. The one above was obtained via a random event that is extremely rare, but elitas kinda ruined the rareness lol.
