Poker2012chu Posted September 18, 2013 Share Posted September 18, 2013 (edited) Sometimes. It won't work if it's a mandatory wanted level, like the 4 stars after the first heist. However, you can use that cheat anytime outside of missions everywhere except for Fort Zancudo and LSX if you haven't purchased airport property.
