It's another unique stepping stone in the history of GTA. First it was that you were in an awesome 3D world where you could enter ANY car you saw, then it was that you could fly, then a hugeass map that took a f*ckload of time (in the game) to cross, then it was that you could hold the GTA legacy in your hands, then it was immersive realism and f*cking awesome driving physics, and now finally it's exploring oceans. I wouldn't have liked it if they sacrificed that for some other city. Sure, fans of San Andreas want the other cities back but honestly it woulnd't have been as exciting as this. I headed out West in the ocean (around the military base) and did some exploring underwater and came across half a crashed airplane and parts of a sunken ship. Then again I'm not a 100%/need-to-find-everything guy. I doubt the resources that went into it would have been enough to create an equal amount of ground territory, but I would have preferred even a fully developed sewer/underground network, a neighborhood, or if it could be pushed, a small city.
