JOKA22 Posted September 18, 2013 Author Share Posted September 18, 2013 I'm pretty sure a help box popped up with instructions in regards to the blimp. I decided to Start a new game (I was only a few missions in anyway) and the blimp contact was there as soon as you can access your phone. Strange. Seems others are also experiencing the same problem.
