there are probably a lot more cheats than are on the list of files. Most are probably vehicle cheats (fingers crossed for Jetpacks and tanks!). The list of files is probably only the gameplay modifiers. If R* doesn't say anything, they may take a long time to find.

I love how people are saying that the cheats should have all been found by now, yet it took around 6 months to find all of the San Andreas cheats.

Remember, there were over 100 Cheats with that game.

 

Only 91 cheats. And there are PROBABLY more than just 23 cheats in GTA V because most of the cheats found were not on the leaked list of cheats yet to be found.

 

Actually, ALL of the cheats that have been found thus far, were included in the file list that was revealed a week or so ago.

Anyone with excel try creating a random numbers formula for all the controller buttons. I've just done it myself and will be inputting tonight. It works by sorting the random numbers by ascending order and typing the controller inputs next to it. Then every time you sort it will give you a new sequence.

 

If you drag the formula down you can have 1000 rows of potential cheat codes and just keep pressing them until you activate a cheat. Make note of the past 12 numbers you pressed and attempt the code again. When you manage to get a code note it down and continue. Then reset the sort and start again.

This worked for most of the cheats that were already found, but I tried to convert the SA infinite health cheat and it didn't work. same with the never wanted and super jump cheats.

Enabling the cheats might be one of the last things, but having worked on QA I can assure you that these cheats were part of the debug builds of the game. These types of cheats are used by the testers all the time.
