Because if its early in the game you could earn millions by the casino, so you have no reason left to follow the storyline and heists. Like you could buy everything from start on. Just a thougt. Anyway everybody who will buy a DLC is supporting this type of rip-off-system. I personally have never bought any DLC and won't do that ever.
