Yes I believe so... Ive seen them on a leak working, but I dont know if you can drive them.

Turning everything upside down and ramming people/cars/bears with the forks.

 

I'm gonna haul my pimped out speedboat to our crews first carshow on the blades of my forklift. That should turn a head or two.

EDIT: Cant find it now, but I swear I saw a forklift on it. Wether or not you can drive it or not is another thing. It coulda been a cutscene. Just search for GTA5 FIB video.
