You're not gonna find many peds, NPC's or other human interaction in the surrounding blaine county. This is why IV's Liberty City was great. There will be country folk out there as well as animals, etc. The city and the countryside will complement each other perfectly, feeling very distinct and each having their own exciting and fun features. Everywhere you went in IV it was all just concrete, nothing but concrete. That doesn't mean LC was bad, most of us just wanted to have somewhere else to go. And this time we finally have that somewhere. A whole sprawling wilderness to enjoy. And when we want to feel that urban fast life, we simply drive/fly back to LS. It wont be empty like San Andreas. there will be animals, there will be fishermen and hikers. you can skydive.. you can fly between mountains and jump off bridges... too much to do. not to mention random encounters.
