Maybe throughout the game, peds who work in construction MIGHT start building new cities throughout single player. Maybe the city will grow bigger? Like while you're playing the game San Fierro and Las Venturas get built from the ground up. Then Phoenix, Tuscon, and Salt Lake City. After 50 or so hours of gameplay the whole Western US is on the map and Chicago starts getting built. By 300 hours the US from Washington to Philadelphia is completed. And then the game lapses and Liberty City and Boston are built. It's not confirmed yet if the game world expands to Europe but we're hoping.
