Developing software for one device with consistent hardware is much easier, less costly and time consuming than trying to develop for multiple devices with varying specs. And if that's not enough for your self entitled neck beards. R* spent over $265 MillionTo make this game. So common sense says that PC users duplicates many copy's or better yet through Cloud give out free digital copies to . there Neck beard friends. So oviously they need to recoup the money they spent unless you want R* to go broke and never see another copy of GTA ever again. Thats why R* leaves PC for last.
