I don't think they needed 4 months, but delaying into the summer meant waiting till the fall for a good release date because you don't launch indoor entertainment in the summer. I gotta say the wait was worth it, at first, it was cofirmed that you won't be able to buy properties, and now you are able to do that. They probably decided to add more features as well. Remember when they first said no property, etc? Well... Or... they listened to the community and delayed the game to implement things the community wanted but weren't in at that point. Hm. The may previews from scandinavian magazine ''gamereactor'' stated that Rockstar still worked on the soundtrack and the voicework. The game simply wasn't complete. Had it not been for fans' reaction, we may've gotten another boring GTA game. But really, they couldn't get the realistic steak just right so they delayed it. It takes time for something as important as that. Now, the map may be too small for realistic steak, so we may only get one slice of realistic pizza.
