If you don't know already, the Skylift is obtainable in TBOGT. This video shows how to obtain it:

. I tried it many times, but the only thing the video doesn't say is that you should have no cheats except the Buzzard when beginning the mission. Then once you catch up with the Skylift enter the wanted level down cheat. Do this many times and you might get it. Good luck!
