They showed a screenshot for GTAO that had a pickup truck with three people standing in the bed, but it was also a 4 door pickup so I'm pretty sure they would let you hold at least 4 people in the cab too! Irl most sedans and small cars can fit at least 5, and minivans and large SUVs should hold 7 or 8.
