Trevor isn't wanted for anything, thats not even a cop car he's sitting in. It may be shortly before a prison break missions starts. This photo is no more deeper than that. It would easily explain how he can fly different aircraft and do all the crazy ass sh*t he does. It's nothing to go awol from the military and become a rogue criminal. There's a cop standing around. At first you may think "The cop's in hot pursit of Trevor on foot". But look closer. It looks like he's eating a donut, as if he doesn't care. Almost as if the cop car belonged to Trevor Please tell me your borderline retarded? At 1st that's not a cop car nor does it even come close to looking like one (no light bar, no cage, nothing). In the background is a cop standing there... that's it! He's just standing there, doesn't look anything like he is in pursuit on foot. If he did he'd have more of a sprinting look not a standing there eating a donut or drinking his coffee. My speculation is that Trevor is monitoring the cops routine as he and probably the other protagonist are planning a prison heist. So no...he is not a cop for merely starring at another cop...
