There's a cop standing around. At first you may think "The cop's in hot pursit of Trevor on foot". But look closer. It looks like he's eating a donut, as if he doesn't care. Sure looks like one though, with the black hoodlooking part and the white windshield/roof part. How likely is it that a crazy methhead who lives in a trailer is also a cop? Highly unlikely. Just so I'm not looking totally one-sided here, I will say that there is always a chance. Maybe all the drugs he does and a portion of the bad things he does is all an illusion. Perhaps he has the authority to "do whatever necessary to play the role" in order to get in with the likes of the others. It'd be no different from undercover biker cops back in the 80s.
