It may be world stuff considering it needs an install on both consoles. I wouldn't understand why they'd make a mandatory on ps3 also unless it was to load stuff faster. Unless you're obviously downloading it online, but with your bandwidth, I definitely don't recommend that, you need to upgrade your interwebs !
