Vehicular underwater combat. Maybe set the spawn points at an oil rig out in the middle of the ocean with submarines and police boats all around.

I like this idea, but I'm not sure.., something about the submersibles we've seen already kind of give me the impression that they are just built for touring, or underwater exploration.
