New town ?

An interview said that there was very few lights in Sandy Shores at night so I doubt it's there.

 

It's certainly very few lights in that shot. Nothing compared to this:

Not sure how clearly people can see it, I'm looking on my ipad zoomed In. If you look below the aircrafts blades you can make out the tall buildings in Los santos in the distance. What you can see In picture is not Los santos. It's north of the main city. Perhaps a town or something.

That is probably not downtown but actually the wind farm to the north east of the city.

That is probably not downtown but actually the wind farm to the north east of the city. Not really, I just zoomed in on my 5 and edited it to sharpen the quality and it looks more like downtown buildings, but it's too dark and blurry to tell.

But a small part of me also thinks it could just be a different angle of Sandy Shores.

That's what i said earlier. Glad to see that im not the only one who noticed it.

 

But of course we can't say for sure if that's LS. If so, it really shows the huge scale of the map.

It appears the LS Skyscrapers are beyond another mountain so that this mystery area lies between the "Vinewood Hills" (whatever they're called in game) and the bigger mountains by the Alamo Sea. I'm gonna say it could be a Burbank, Glendale, Pasadena type area or maybe a small city/town based off of the city of La Cañada Flintridge which is where the NASA Jet Propulsion Lab is (Lab is in La Cañada, mailing adress is Pasadena).
