I'm thinking a few Brady and Rockstar employees play the game together and exchange information about what needs to go into the guide. This is done months before release so that Brady gets all the information about the game that they need to be able to start putting the design and the structure of the guide together. I'd expect R* (if they did indeed do the guide) to get some employees tasked with just that job. It's probably a big job but when people employed JUST for that it's not an issue. They get to play the game before it is even completed and if they have bad luck the final game differs much from the version they got to play. Maybe you noticed that in the San Andreas guide there were wrong locations for some collectibles on the maps in the book. Brady pays for the rights to write and publish the guide. Game developers do not write game guides. Does anybody remember the San Andreas guide? They wrote it off an early build they were playing and some of the stuff didn't match up with the final build so you couldn't 100% the game with the info in the guide.
