Mission "Payback" Not Loading Enemies

Hey everyone,

 

I have GTA IV for PC and this is occurring during my first playthrough of the singleplayer on PC.

 

I'm stuck on the mission "Payback" where Pegorino asks you to head to a diner and tail some Ancelotti thugs to their AutoEroticar operation. Then you blow everything up, of course. The thing is, when I tail them to the car dealership, nobody spawns there. No cars neither. It's all 100% bare. The two goons in their Coquette pull up to it and one gets out to start firing at me while the other runs into the garage and just starts standing there until I kill him. Upon killing them both, nothing happens, and GTA IV becomes a ghost town.

 

I do run some mods, but they are only cosmetic in nature (changed some gun skins and sounds, car skins, an ENB mod, that kind of thing). No mods are meant to alter gameplay.

 

I'm stuck on this mission as a result of this bug. Does anyone know what I can do to fix it?

Try removing the mods.
