I would have to believe if they had an interview with R* that R* gave them that number, from the way the article was typed it looks like it was made to hype up GTA's connection to Scotland. I think it's definitely reasonable to assume that includes ocean floor, but I could see a scenario where there could be a 15/34 split in terms of water/land or a 20/29 split (water/land). Either way I definitely believe this map will be huge, and I say that as someone that doesn't care how big the map is, for me it's all about how many things I can do on the map, not the size of the map. In JC2 the map was probably the biggest map I've ever played an open-world game on, and yet there wasn't a lot to do besides fly jets and take over military bases.
