It's a somewhat famous website and he is one of the most popular posters on there. He is famous because he is a funny poster who has many posts dedicated to him being a sub 4 male ( being below average looking ) and him being 30 years old, being attracted to young women, almost having sex with a women who had HIV, having hairloss issues, and trying to save money for plastic surgeries and go to the gym, and dieting, and his job so he can become more attractive so he can have some sort of dating life, and the frustration involved. Since he is black with a big frame people have discussed thug game for him, so likely this character is after he gets in shape and gets more muscular and gets some tattoos. But the face looks very similar. He is a somewhat famous internet celebrity that is funny although it's a niche sort of area, maybe rockstar saw it and found him funny and decided to add him as a character into the game. Maybe the guy starts off early in the game as a random character who is chubbier with a more recessed chin and more hairloss on his head and without tattoos and you get to help him out ( remember how he says in the description he was to poor to afford tattoos ) by driving him around since he cannot afford his car since he had to spend the money on his plastic surgeries, and later on as the game progresses he gets his plastic surgeries, tattoos, and gets more muscular and in better shape. Read the description of the character though... he's poor and can't afford the tattoos and he has a bike. The guy posts about how he is saving his money for plastic surgery and can't afford a house and lives with his mom as well. Because he is not a huge celebrity his likeness could be used or emulated or a character could be made similar to him and it would be fine and wouldn't cause an issue, and it could be a funny minor character to put in the game.
