GTA IV Crashing problems

Hello, I noticed that my steam copy of Grand Theft Auto 4 started to act a bit unusually. After I reinstalled it for an issue I was having it seemed like I could only use it one time before it would instantly crash or give me an error saying missing resource.

Reinstalling it would return the functionality of it but I would keep having to reinstall a large file over and over and it just gets annoying.

So, I thought maybe someone else was having this problem or if someone knew how to fix this?
