i thought in the previews they did and you can create your own circuits.

You will definately be able to race in GTAO. It was confirmed in the online trailer. Also in the online interview and in the online trailer it was revealed that you will at some point be able to make your own races. Not sure what the rules will be and what the variety will be like, but I'm looking forward to trying different user made races. Hopefully you can parachute, swim, and free run in races along with driving, boating, and flying.

 

I think it would be hilarious to have a "slowest vehicle" race where you race ice cream trucks, faggios, and sailboats in one race.

As mentioned somewhere else, I'm hoping for triathalon style races where you start in a plane, parachute down to a boat, then get over to a car to finish the race.

I would've thought that 'GTA Race' mode was in. I reckon for racing we'll have

GTA Race

and then our own version of race/gta race with the creation tool.

 

All of the above should have tweak-able options and variables (hopefully VERY tweak-able).

Racing side missions and racing crews going down a busy street Downtown, while a player zips through the buildings, stalking the pursuit. GTA V's races will be cinematic.
