Packie is the person I want to see the most but hes confirmed to not be in the game. I think Gerry could return. Remember in GTA 4 when he got locked up? Perhaps during the last mission of TLaD he escaped during the prison break and fled to Los Santos. Its farfetched but hey, it could happen. V gonna have a places where he might have ended up. Sammy Bottino - he was just an profile in LCPD database, but since he is hiding for murder and was Gambetti family underboss, the small town stuff in the dessert fits him too Rocco Pelosi - also left Liberty City, might ended up @ Los Santos Kenny Petrovic - another character we didnt see in IV, but felt his presence. since he is supposedly most powerful russian mob boss in whole country and since russian mob is powerful @ real life LA, i think we might see him at Los Santos Gay Tony - long shot, but maybe. members of The Lost Alderney chapter - very unlikely, but who knows. He could have a small part in the game, perhaps he and Michael had crossed paths in the past due to both being career criminals. Packie - He was seen leaving LC but as a twist he ended up losing all his money and you find him begging in the underpass, a victim of drink and drugs.
