Some said its ice 1.2 so i used 1.2 but it had nothing to do with the screenshot ?????

It looks like a custom mix of Dpeasant3's 1.2 Beta and and either iCEnHancer 1.3 or 2.0 Natural.

 

Custom mixes are hard to pin down unless the author will give you a copy. Often times, you won't get the installation because some times/weathers look great, while other times/weathers look utterly like a bag of sh*t.

 

This could be a slightly tweaked Dpeasant3 1.2 Beta set. Less saturation, brighter direct light, a couple small tweaks here and there.

 

FAKE uses Dpeasant's look as well, mostly for cars. Check out GTAMania.ru for FAKE or FAKIWE on GTAForums. Same guy.

Not much you can do about that. People steal and call it VIP without any skill. Try Gionight's if you like DPeasant's look, as well.
