When you think about, that's the easiest way to do it as a pre-order bonus, rather than change the coding so you can get in the one that's flying around it simply spawns one somewhere when you enter the pre=order bonus code. It had a thing on the front, of the blimp, that connects to a post in the ground. The top of the post rotates so that it can move when the wind hits the side of it.
