Orthopox
So you just got back from a local retailer or your game copy just game in from a truck, and you open the case the first thing you would see is the atomic blimp card inside but it isn't. Do you think this could really happen to you? Or is the Atomic Blimp just a skin for the BLIMP vehicle.
GTA 360
No, just no. it's not going to happen because robots don't forget.
Orthopox
No, just no. it's not going to happen because robots don't forget. But another thing is, could the atomic blimp just be a skin? Or is it an actual and only vehicle as a blimp?
Cutter De Blanc
No. I imagine the first batch of copies that come out will all have the Blimp in them. It's not something that can be forgotten.

Kevstyle
SE comes in a special case and CE comes in a box with disc case from R* so its only a 0.01% chance of forgotten. Never got such a thing so 99.9% chance that you'll get it. Also it comes from R* officially and it isn't your store that needs to insert these cards in the disc. (For some games these cards get shipped after the game is) Edited August 10, 2013 by Kevstyle
Crimie
Well they have ways to organise to make sure everyone gets what they paid for, one example is when i bought my pre order of Arkham City, the CatWoman DLC code card was taped to the game box as it was a preorder, your best bet is to confirm with the staff that the version you have in your hand includes all DLC that you are entitled to. PHOENIXZERO
You contact the place you bought it from or Rockstar and you get a code, problem solved.
