BUT, Rockstar figured that making it a main series game would increase the sales rather than call it San Andreas 2. That and it does seem to be the definitive GTA experience. GTA 3 - First 3d GTA GTA 4 - First HD GTA GTA 5 - First GTA with biggest map ever, with most opportunities etc... make sense.
