However, keep in mind that most of the city is unsolid and unfinished. The way I see it, exploiting safe houses for wanted level evasion is too time consuming. I find it preferable to rush to the nearest Pay N Spray. Whether there are too many safe houses or not is a matter of perspective. With that said, let me offer an alternative: Nude Strippers Daily (Las Venturas strip club) interior replaced with Liberty City airport interior. I doubt anyone will fret losing that interior.
