When I do buy a PS4 next year I'll keep my PS3 set up to play the great comes I own/will own whenever it takes me mood. Kids these days act like old games and consoles drop of the face of the earth when a new system is released. It's quite sad if I'm honest. That's a decision Rockstar has to make, and currently, GTAV is only announced for two platforms: Xbox 360 and PlayStation 3. The game will eventually release for PC, so if they would put some effort info the port, that is if it is a port, then it shouldn't be that much of a problem to run it on the next-gen consoles. The question would be though when it would release if it releases for X1 and PS4. And another question would be if it makes even sense to release a game of this scale on consoles that will not arrive the market until fall this year. The GTA V on current gen will be at 720p at 30fps, while the next gen will run at 1080p at 60fps.
