Well the Military WON'T appear in GTA V because of the Posse Comitatus Act.

 

 

The army themselves don't appear in Grand Theft Auto IV, because it enhances realism - the army would not be sent to kill one person, and because the Posse Comitatus Act prohibits the use of federal military personnel and units of the National Guard under federal authority from acting in a law enforcement capacity within the United States, except where expressly authorized by the Constitution or Congress.

Uh, no. It was the Police, SWAT, FBI, ATF, Boston and Watertown Police, Department of Homeland Security, Massachusetts State Police and the National Guard. NOT the Actual military forces. (The Army, Navy, ect.)

 

In this case the MAN who was Hunted (Dzhokhar Tsarnaev) was a WANTED TERRORIST, and he was FAR too dangerous for the police to apprehend him, so the National Guard, FBI, ATF, and the Department of Homeland Security was called in. (IN special circumstances.)
