It was the Police, SWAT, FBI, ATF, Boston and Watertown Police, Department of Homeland Security, Massachusetts State Police and the National Guard. NOT the Actual military forces. (The Army, Navy, ect.) In this case the MAN who was Hunted (Dzhokhar Tsarnaev) was a WANTED TERRORIST, and he was FAR too dangerous for the police to apprehend him, so the National Guard, FBI, ATF, and the Department of Homeland Security was called in.
