I know its been noticed before, but would the cops handcuff you and put you in the car if you only have one star and bring you to the police station instead of teleporting? Quite honestly, I can't see this as being true, at least not during a mission. I mean if it were, you'd be stuck playing as the one character during the remainder of the mission or perhaps couldn't even complete the mission. As for not being able to during free play.
