So realistically what do you think R* would do based on SAMP and IV's multiplayer? I'm sure R* has taken a look at SAMP and taken some ideas from it.

Yes, but the point of this topic is that they need to take more, due to the success SAMP has compaired to Rock*'s recent multiplayer releases. Rock* should be embarrassed that a bunch of indie developers that mod and release the games for free are outdoing them.
