I didn't even know it was based in Liberty City. All I knew was there was a game coming out and its release date. This time around I'm getting every detail I can. I like it better this way. It's not as if it makes it any more enjoyable or you go WOW when you first play it because you already know you will. If anything, it gets me more excited. I still see no reason to skipping it. It's not spoiling anything and besides that was what most of the forum was talking about and still is.
