Probably hold a face button/dpad up and use the stick on the opposite side. I think they'll have used up the triggers on other things. If you watch the video you can see that something puts it into slowmo and brings up the wheel before a new guy is selected so it does look very similar to how the weapon wheel works. It also brings up your current cash amount so you can maybe just tap dpad up to keep your cash and stats on the screen for a while. Hold L1 + move stick to whatever weapon then left/right D-pad buttons to change weapon in each section. For example: Hold L1 + Stick to 11 o'clock where the grenade is. The down button is for multiplayer tho... If you press it twice. I think the same as everyone said. You press the Down button and later you select the character with the D Pad.
