But as for why they appear miles away and sometimes next to you, I would hazard a guess that it has something to do with whether they (or you) are in a car or not. Only the Boss can see the cops on the radar when they are close. The other crooks can't see the cops on the radar at all. This makes a boss with a mic a very valuable asset for obvious reasons.
