I'm not too sure just thought it would be worth sharing as it is kinda iffy but definitely plausible. That is, however, definitely some kind of base and he is definitely dressed in an army sweatshirt. Like, he looks the role, 100 percent, in that picture. It looks like he is training to go take down criminals there. So maybe Franklin is the antagonist of the three, while Trevor seems to be, but in reality, he will struggle to forgive michael for abandoning him, but deal with his emotions by the end, and end up saving michael against Franklin. "Watchin your back, well, one back more than the other" trevor is said to have said (gta v o clock guys said he says that), so he clearly doesn't like franklin for some reason, probably this one.
