Whenever I load up San Andreas it works fine until I'm about 10 seconds in and the esc menu comes up. When I exit the menu the mouse does nothing so I can't move. Its been like this ever since I fixed Steam by deleting all of the files in the steam folder and I was told it would not effect any of the games.

Try removing the gta_sa.set file located in the San Andreas User Files folder.

I had a similar issue, and I fixed it by downloading dinput8.dll and placing it in the main directory of San Andreas. Try it out, it should fix the issue.

A similar problem I had: The pause menu would appear for no reason, then I realized the controller cord was tearing. Does your keyboard cord have a tear?

It does but it never does this on other games. Even other GTA's

Why did you not just reinstall the game? Who suggested removing the file(s)?

Did you delete the files or use the game uninstall feature? What was the source site for the game you purchased?

How does your machine compare to these?

Minimum System Requirements

• 1GHz Intel Pentium III or AMD Athlon Processor

• 256MB of RAM

• 8x DVD-ROM Drive

• 3.6 GB of free Hard Disk space for a minimal install

• 64MB Video Card with DirectX 9 compatible drivers ("GeForce3" or better)

• DirectX 9 compatible Stereo Sound Card

• Keyboard & Mouse

 

Recommended System Requirements:

Intel Pentium 4 or AMD Athlon XP processor (or better)

 384(+) MB of RAM

 16x DVD-ROM drive

 4.7 GB of free Hard Disk space for a full install

 128(+) MB Video Card with DirectX 9 compatible drivers ("GeForce4" or better)

 DirectX 9 compatible Surround Sound Card

 Game pad** with twin axis analog controls (USB or Joystick Port)

 Keyboard & Mouse

I have all those recommended things and a member of the Steam support staff told me to do it. I deleted all of the files in the Steam folder but not Steamapps he said it will not effect any of my games

No im not using an mods its the paid version

I had a similar issue, and I fixed it by downloading dinput8.dll and placing it in the main directory of San Andreas. Try it out, it should fix the issue. In case it doesn't, this is one other solution for Steam mouse issues:

Go to C:\Program Files (x86)\Steam\steamapps\<username>\

Right click the gta-sa.exe and go into Properties -> Compatibility Tab. Now check "Run this program in compatibility mode for:" and click Windows XP (Service Pack 2)

Important: Then go look down and check and make sure to turn on: "Disable Visual Themes"; "Disable Desktop Composition" & "Run This Program As An Administrator" - this should be able to fix the bug.
