Remember how at the beginning, there was some cop leading Toni into the room Salvatore was in? He was wearing black pants and a light blue shirt. Was this a model for the police officers for the game that was originally going to be in the game, but got removed or something? I'm just curious and stuff. Here's the cutscene itself. The beta cop cars were blue and white, now they are black and white, possibly they changed the police models accordingly as well. Other version, this is the shirt that all the cops are wearing underneath their jackets - and again, this man is not on patrol, so he has his jacket off. Agreed. He does look more like a prison guard or something. I don't think he was supposed to be a cop in beta version, he would be way too different from III cops. GTA LCS is based on Vice City. In fact, the Rockstar crew had to implement all the Liberty City models, replacing the already finished Vice City models... The Vice City cops being one of them...
