Sunset sky at 9 a.m

I played Lost and Damned and was riding from Alderney to Bohan to meet up with Terry for some drinks.

 

As I'm crossing the Northwood Heights bridge and near Bohan, I notice something strange; the sky is pink, rose-colored - like it is during sunsets and sunrises. I got out the phone and in-game time was 9 a.m.

 

The sky stayed like this until 11 or 12. It seemed unusual to me, because the sky normally takes on this tone when sun is rising or setting, around 5 a.m and 6 p.m

 

Is this a normal morning weather condition of some type or a video bug? Or are my graphics settings f*cked? Playing on PC.
