I don't see why people are finding a problem. The game is supposed to have a dynamic and changing weather pattern, which is SUPPOSED to be a good thing. Good god, the nitpicking and complaining never ends here. Frankly, this is why we shouldn't be receiving so much information about the game. It will depend where you are, what time of the day, what's the weather like, what was the weather previously or if it's about to change etc.. Just go outside and try to capture two of the same looking skies. sh*t, take a picture of the sky every day at 12:00 and after about a moth see if they are the same. It is a game, you won't have a different sky each day Skies in GTA and most games anyway are not textures to look the same. They are created by the game's engine based on many conditions. The game (at least earlier GTA's) have different weather patterns defined which state that sky will have X and Y colors, but there's always clouds, sun, blend between different skies, weather etc.. all of that affects what it will look like in the end. So yeah, two sunny days, cloudless.. they will look the same, but how often will that happen. If nothing at least there may be different clouds up there. Remember that RDR was using the best that the RAGE engine could offer at the time, you can see from the trailers etc that the RAGE engine has been upgraded because the weather you describe from RDR looks there but almost like a v2.0. The problem with RDR is that the clouds, they looked amazing, but they did look just painted in. There are many pics of GTAV when there is a sunrise or a sunset and I think of Red Dead. The Trevor trailer clip where he says "good shot Amigo" (or something to that extent), with the desert background and deep blue sky instantly makes me think of Red Dead.
